[Translation] On March 08, 2021, the BIÓSFERA column published an article entitled "Integral Program to Reduce Health Risk in Environmental Emergency Regions" which stated:
"The BIÓSFERA column most cordially welcomes the call issued by the National Council of Science and Technology (CONACYT) for all research centers and institutions in the country, to participate in the development of "Social projects which strengthen environmental health and the defense of collective rights in Mexico" directed toward solving problems associated with exposure to toxic agents, and seeking to promote public policies and community actions for the improvement of the quality of life, the welfare of communities in Environmental Emergency Regions, which is applicable to several locations in our state."
This article states that the municipality of Salamanca is one of the 18 municipalities that make up the Environmental Emergency Region of the Mexican Bajío. It also describes the general objective of the project and the method of work which includes 5 strategic areas. [1]
In the first half of 2021, the project continued to make progress. We now have the excellent news that the National Council of Science and Technology (Conacyt) and the Ministries of Health and Environment have presented the collaborative framework agreement with which the Health and Environmental Emergency Regions are to be created with the objective of protecting human health and improving the ecological balance in the different regions of the country. With the creation of the Health and Environmental Emergency Regions, the three governmental agencies--Conacyt, SS and Semarnat—plus academic entities (universities and research centers), popular and community-based organizations, civil society organizations, state and municipal government agencies, and participating private companies will carry out diagnoses of these territories to promote policies in terms of surveillance and compliance with environmental and health regulations that favor timely attention to environmental and sanitary emergency phenomena. For the Health and Environmental Emergency Region of the Mexican Bajío, the municipality of Salamanca is participating in the Citizen Environmental Observatory Biósfera which will soon present the project entitled: "Execution of an integral program to reduce the health risk through the strengthening of the community response capacity in the environmentally affected region of the Mexican Bajío (Guanajuato-San Luis Potosí-Jalisco)" to various Salamanca civil society organizations and to the next municipal president, Mr. César Prieto Gallardo.
